The Qur'an mentions the concept of Allah's planning in several verses, highlighting its significance in maintaining one's faith and trust in Him. He is the all-knowing, wise, and holder of supreme authority. Allah (سُبْحَٰنَهُۥ وَتَعَٰلَىٰ), in His infinite wisdom, knows what to do, with whom, and when.
Truly the best time to fulfill this obligation of learning and spreading knowledge is when times are good! Qur'an and du'a The Messenger of Allah, may Allah bless him and grant him peace, said, "[Whoever recites a letter] from Allah's Book, then he receives the reward from it, and the reward of ten the like of it.
Ibn Katheer said in his Tafseer (exegesis) (4/86) that this means in the early part of the day and in the early part of the night. But the best time of the day for making dhikr (reciting words of remembrance) is after the dawn prayer, because Allah says (interpretation of the meaning):
The Qur'an openly states many times that Allah is the best of l-mākirīna, a word sometimes mildly translated as planners, though also as schemers or plotters. The Arabic word used here is "ماكر" "maakir", coming from the root m-k-r م-ك-ر, with the word Makr "مكر" primarily meaning to practice deceit or guile or circumvention. [1]
Seek Allah's forgiveness. Indeed, Allah is Oft-Forgiving, Most Merciful. The Best Times for Asking Forgiveness 1- After Performing an Act of Worship. This is an important time to beseech Allah for forgiveness. In doing so, we can compensate for the shortcomings in our worship.
ad-Dahr is THE Time and not time how we perceive it. Waqt/Zaman is the creation of Allah that you're referring to, and it's relative to how we measure it. You can probably say ad-Dahr is what controls waqt/zaman.
